Unapproved N.B. Projects Pitch at Investment Summit Raises Questions for Investors
N.B. pitched eight early-stage proposals at the Canada Investment Summit, but lack of regulatory approval raises questions for prospective investors.
Questions Over Readiness of Pitched N.B. Projects
New Brunswick presented eight major early-stage economic opportunities to international attendees at the Canada Investment Summit in Toronto this week, though most lack final regulatory approvals. Opposition leaders and economic analysts caution that promoting projects before they secure necessary permits could create hesitation among prospective funders.
Interim Progressive Conservative Leader Glen Savoie pointed to the province’s fiscal standing and track record under Liberal leadership as potential concerns for incoming capital. He noted that business confidence relies on demonstrating clear returns on investment and a supportive local climate, which he argued Liberal governments, including Premier Susan Holt’s administration, have historically struggled to deliver.
Early-Stage Proposals Face Investor Competition
University of New Brunswick economist Murshed Chowdhury explained that offering projects without regulatory approvals delivers conflicting messages. While showcasing early proposals gains international exposure, investors generally prefer initiatives that are further along in development. Chowdhury added that New Brunswick faces direct competition from other provinces and may ultimately need to provide competitive tax incentives to win over cautious capital.
Among the eight federal selections, the Sisson Mine project is the only proposal holding environmental approval, though it remains conditional. Proponent Northcliff Resources has satisfied two of its 40 required environmental conditions, with CEO Andrew Ing stating a final decision on proceeding will occur in late 2027.
Varied Progress Across Provincial Submissions
Other pitched initiatives remain strictly in planning or design phases. These include a proposed $3.9 billion US hyperscale AI data centre campus in Lorneville, additional nuclear generation at Point Lepreau, $5.1 billion to $6.6 billion US in desired funding for the Mactaquac Dam life achievement project, expansion at Port Saint John, an e-methanol concept, and EcoRock’s pozzolan mining venture in Dalhousie.
Katie Beers, speaking for Premier Holt, stated that federal officials curated the final list from New Brunswick’s submissions, selecting proposals based on development stage, proximity to construction decisions, and investor interest. Meanwhile, the Port of Belledune reported early progress, securing 40 per cent of its needed first-phase funding from a U.K. investment fund toward a $350 million US expansion for dredging and conveyor systems.
