What the $1.5-Billion Sisson Mine Proposal Means for Local Jobs and Environmental Safeguards
The proposed Sisson Mine near Fredericton faces a $1.5B cost estimate as developers work to meet 40 provincial environmental conditions by late 2027.

Rising Costs and Environmental Requirements
The estimated price tag for the proposed Sisson tungsten and molybdenum mine northwest of Fredericton has reached $1.5 billion, up significantly from $579 million in 2013. According to Andrew Ing, CEO of Northcliff, the cost increase reflects modern best practices in the mining industry alongside the expense of meeting provincial standards.
The New Brunswick government established 40 conditions in its 2015 environmental impact approval. Provincial Environment Department officials confirm that Northcliff has satisfied two conditions to date: conducting baseline water surveys in the Nashwaak River watershed area and adhering to federal fisheries rules through offset and compensation planning.
Ing noted that many remaining requirements are interdependent and will be completed progressively. “There will be no shortcuts,” he stated regarding regulatory compliance.
Local Employment Projections and Modernization
Despite updated plans to incorporate autonomous haul systems—self-driving trucks meant to reduce operational and staffing expenses—Northcliff maintains its original workforce estimate of 300 operational jobs.
Ing described the 300-job target as solid, suggesting that automated machinery could redistribute responsibilities across different roles rather than eliminate positions.
Cross-Border Investment and Community Concerns
The project secured a $20.7 million investment from the U.S. Department of Defence last year, with American smelters identified as the primary destination for extracted minerals. However, this partnership has raised questions locally amid changing Canada-U.S. trade dynamics and tariffs.
Allyson Heustis, executive director of the Nashwaak Watershed Association, pointed out potential friction between U.S. project involvement and broader provincial goals to limit reliance on American partnerships. Heustis also raised concerns regarding financial royalty structures and noted that the association plans to evaluate the upcoming technical report in October, specifically regarding the design of the planned tailings pond.
While federal officials referred the proposal to the Major Projects Office last November to coordinate regulatory reviews, no decision has been announced. Northcliff anticipates making a final decision on whether to proceed with construction in late 2027.
